Strategy and Policy Development

We provide advice on strategy, policy development, and impact analysis to evolve the policy agenda around key UHC topics such as (i) investing in UHC, with a focus on gap areas such as the integeration of noncommunicable diseases into UHC (ii) health financing strategies to address gaps in sustainable financing for complex health conditions such as cancer, neurological conditions and rare diseases (iii) developing joint UHC plans through public, private and civil society participation (iv) leveraging external financing for UHC impact.

Program Design:

We support the public and private sector in program design and monitoring and evaluation plans for health financing, public-private partnerships, and scaling innovative approaches to the delivery of essential healthcare services, and access to medicines and diagnostics in LMICs.

Goals4Health was established in June 2023 as a specialized global health advisory for public and private sector leaders in health systems policy and strategic change focusing on gaps in Universal Health Coverage in LMICs. Our areas of expertise include health financing, service delivery redesign to bring services closer to families and communities, access to medicines and diagnostics,  partnership design, implementation and evaluation in LMICs, market development diagnostics (MDD), and strengthening capacity for joint stakeholder work at the country level.

Why we focus on UHC?

With the rapid rise of noncommunicable diseases (NCDs) including neurological conditions and mental health, the aging of the population, the growing recognition of climate-related health conditions, and the continued threat of infectious diseases, using the UHC lens is the best chance the world has to create resilient and sustainable health systems.

We believe that there is no trade-off between UHC and fighting diseases and that policies, targets, and indicators can be designed to capture both aspects and make the impact of UHC on economies, people, and the planet visible to all stakeholders including Ministries of Finance.
