We support the public and private sector in program design and monitoring and evaluation plans for health financing, public-private partnerships, and scaling innovative approaches to the delivery of essential healthcare services, and access to medicines and diagnostics in LMICs.
Designing and implementing policy and program evaluations
Goals4Health was established in June 2023 as a specialized global health advisory for public and private sector leaders in health systems policy and strategic change focusing on gaps in Universal Health Coverage in LMICs. Our areas of expertise include health financing, service delivery redesign to bring services closer to families and communities, access to medicines and diagnostics, partnership design, implementation and evaluation in LMICs, market development diagnostics (MDD), and strengthening capacity for joint stakeholder work at the country level.
Goals4Health Founder and Principal: Sarbani Chakraborty is a seasoned global health specialist with over 25 years of experience working with public and private sector organizations. Sarbani started her career working with the World Bank, initially in the education sector and then in the health sector. Sarbani was part of the World Bank´s prestigious Young Professionals Program. At the Bank, she mainly focused on health financing for UHC in LMICs. In this capacity, she worked with Ministries of Finance and Health in multiple regions of the world to advance health financing through resource mobilization, risk pooling, and strategic purchasing. Sarbani´s keen interest in leveraging the private sector for UHC led her to join the private sector in 2013. From 2013 - 2020, Sarbani worked in the private sector (Merck KGaA and F. Hoffman-La Roche), on global government affairs, public policy and health systems capacity building with a focus on emerging markets. During her time with the private sector, she led the design of the Access Accelerated partnership on NCDs with the World Bank and designed innovative public-private partnership with Project ECHO. Sarbani has worked in Sub-Saharan Africa (SSA), East Asia and Pacific, Europe and Central Asia, South Asia, and the Middle East. Sarbani has a masters in Social Policy from the London School of Economics, a Masters in Public Health, and a Ph.D. in international health from the Johns Hopkins Bloomberg School of Public Health. She is affiliated as a Senior Researcher with the Center for Global Health, School of Medicine and Health, Technical University of Munich. She has recently received an award from the German Government to launch a social enterprise in India focusing on healthy aging and promoting good brain health. She is closely involved in her capacity as a German citizen with the Global Health Hub of Germany (NCD community) which is advising the German Parliamentary sub committee on global health and the German Government on strategies for advancing NCD prevention, treatment, and care in a global health context.

Dr. Vinona Bhatia. MD, MPH is a medical advisor based in San Francisco, California, working for biotech and digital healthcare companies that focus on improving outcomes for cancer patients. She is a graduate of the University of California, Berkeley, the Medical College of Wisconsin, and the Harvard School of Public Health. Dr Bhatia has worked in medical affairs and product development at Genentech in South San Francisco and Roche in Basel, Switzerland, respectively. At Roche, she was the Head of Medical Affairs Oncology for the Eastern Europe, Middle East and Africa region and led the efforts to expand education and access to cancer care in sub-Saharan Africa.
Dr. Castro is founder and principal of Health-R. He has broad professional experience (over 25 years) as Chief Officer, Global Lead, Regional Head, Technical Advisor, Senior Director and Manager for private, non- profit and international organizations. The focus of his work has been on health systems strengthening, health technology assessment, health economics and outcomes research, market access strategies for medicines and health technologies and global health policy. Dr. Lee has over 30 years experience working with non-governmental organizations and the private sector in public health. He worked with Medicins San Frontiers (MSF) in East Africa, with Management Sciences for Health and Eli Lily and Company. At Eli Lily, Dr. Lee served as the Vice President for Global Health Programs. He and his team designed the Eli Lily 30 x 30 Program with a focus on expanding access to diabetes care in LMICs.
With the rapid rise of noncommunicable diseases (NCDs) including neurological conditions and mental health, the aging of the population, the growing recognition of climate-related health conditions, and the continued threat of infectious diseases, using the UHC lens is the best chance the world has to create resilient and sustainable health systems.
We believe that there is no trade-off between UHC and fighting diseases and that policies, targets, and indicators can be designed to capture both aspects and make the impact of UHC on economies, people, and the planet visible to all stakeholders including Ministries of Finance.
